How to Apply Online for Biju Swasthya Kalyan Yojana Card?

Unfortunately, you can not apply for Biju Swasthya Kalyan Yojana card online. You need to collect the Biju Swasthya Kalyan Yojana card from Mo Seva Kendra by producing a valid NFSA /SFSS ration card.

There is no direct enrolment process under Biju Swasthya Kalyan Yojana. All
families covered under NFSA / SFSS within Odisha are eligible beneficiaries under this
scheme and are provided with Biju Swasthya Kalyan Yojana Smart Health Card.

Biju Swasthya Kalyan Yojana Smart Health Cards are distributed by the Government to each family.

The beneficiary can also collect her/his Biju Swasthya Kalyan Yojana Card at designated Mo Seva Kendra by producing her/his valid NFSA/ SFSS Card. The BSKY database is updated and synchronized with NFSA/ SFSS database in a real-time manner.

The Process to Avail of Referral Packages to Private Hospitals via the Biju Swasthya Kalyan Yojana Card

To avail treatment under referral packages in empanelled private hospitals, the patient shall be referred to empanelled private hospitals subject to the following conditions:

  1. The referral will be done if the particular package/ procedure cannot be provided by a Government facility in the district.
  2. Cases will be referred if there is a long waiting time to undertake the procedure at a Government facility in the district.
  3. Where there is an emergency case that requires an immediate referral.
  4. The referral process under BSKY is decentralized up to the Sub-Divisional Hospital level. The following authorities have been designated to issue referrals to beneficiaries under BSKY.

Services Included in Private Hospital Treatments via Biju Swasthya Kalyan Yojana Card

If you are able to get a referral to a private hospital then you can avail below services:

  1. Coverage: BSKY Card covers In-patient (IPD) and Day Care treatment packages only. Out-patient (OPD) cases in private hospitals are not covered.
  2. Package Rate: The package rate includes registration charges, bed/ICU charges, nursing and boarding charges, consultant fees, charges for anaesthesia, blood transfusion, oxygen, operation theatre, medicines and drugs, prosthetic diet, pre- and post-hospitalization expenses, and any other related treatment expenses.
  3. Cost of Devices and Implants: The Government also covers the cost of devices and implants used during hospitalization.
  4. Package Master: The package master and implant master can be found on the website www.bsky.odisha.gov.in.
  5. Unspecified Procedures: If a procedure is not listed in the package master but is necessary for the patient’s treatment, the cost can be claimed under the “Unspecified” package code with prior authorization.
  6. Package Price: The package price is defined on a per-day basis and depends on whether the patient is admitted to a general ward or ICU. The actual cost of medicines may be added to the package price of ICU and ICU with Ventilator packages in General Medicine, subject to the production of original invoices.
  7. Pre- and Post-Admission Services: Package rates are also available for pre-admission and post-discharge diagnostics, as well as post-discharge medicines for up to 15 days.

How to Rectify Biju Swasthya Kalyan Yojana Card details

Card-related information can be accessed from the BKSY portal or from the Mo Seva Kendra service point. Any error relating to the card can be rectified at Mo Seva Kendra after producing NFSA/ SFSA card. Before requesting any change relating to information available in the BSKY Card, a beneficiary has to first get his/her details modified in the NFSA/ SFSA card.

  1. Who is eligible for Swasthya Kalyan Yojana?

    All families are eligible for health care services at Government healthcare
    Institutions to District Head Quarter Hospital and Government Medical College
    Hospital and Blood Bank level, for which the state Govt will bear the full cost.

    For additional facility of healthcare beyond District Headquarters hospital level,
    through annual health coverage of Rs. 5 lakh per annum per family and additional
    Rs. 5lakh for the women members of the family after exhaust of initial limit, all
    BSKY Smart Card holders and NFSA/ SFSA card holder are eligible to avail the
    special health coverage, for which State Government will bear the cost.

  2. In which hospital can the Swasthya Kalyan Yojana beneficiaries get free treatment?

    Under universal health coverage cost of health care in all Public Health Care
    Institutions from Sub-centre to District Head Quarters Hospitals and Government
    Medical College Hospital and Blood Bank is fully borne by State Government.

    BSKY Smart Card holders can avail treatment at any empanelled private hospitals
    within or outside of the State for which State Government will bear the cost upto
    the annual coverage amount.

  3. Is there any enrolment process for Biju Swasthya Kalyan Yojana Card?

    No, there is no direct enrolment under BSKY. However, families covered under
    NFSA / SFSA within Odisha is auto-enrolled under this scheme. Any family who did not collect her/his BSKY Smart Health Card during mass distribution can collect a new/ duplicate card from Mo Seva Kendra by producing her/his valid NFSA/ SFSA Card.

  4. During an emergency can I avail of cashless treatment at any empanelled hospital without carrying a Swasthya Kalyan Yojana Card?

    Yes, all BSKY Smart Card holders are eligible to avail of cashless treatment at
    empanelled private hospitals even during emergencies. BSKY beneficiaries are allowed to submit the BSKY Smart Card as eligibility at BSKY helpdesk counter within 72 hours of hospitalization.

  5. How to get a duplicate Biju Swasthya Kalyan Yojana Card if the original card is lost/ damaged?

    If a beneficiary either loses/ damages his / her card then the same can be obtained
    from the nearest Mo Seva Kendra by producing his/her NFSA/ SFSA card.
